The progress and popularity of smart phones offer a possible solution to the currency recognition problem being encountered by visually impaired individuals. Thus, this study aims to develop a mobile application that allows the visually impaired to hear the denomination of a Philippine peso bill that has been taken through a mobile android device. Specifically, to determine the data management and data visualization techniques and tools to be applied in scanning and recognizing the money. develop the PesoScan Application, and determine its acceptability. The researchers utilized the descriptive and developmental research designs in accomplishing the study. Relative to this, the researchers employed documentary analysis, personal interview and Mobile Application Development Life Cycle Model, whereas, an acceptability questionnaire administered to 10 visually impaired person since they are the primary users of the proposed mobile application. Findings of the study are as follows: image acquisition, image segmentation, characteristic extraction, comparison, and finally recognition of the money where output is the speech to announce the result of its recognition were implemented in scanning and recognizing the money; the MADLC model served as their guide for the development of the application where Java Programming Language, Android Studio and Text Recognition API were implemented to develop the PesoScan App. Lastly, the developed PesoScan: A Money Scanner Application for Visually Impaired in terms of its acceptability was rated neutral by the respondents having an average weighted mean of 2.37.
