The first objective of the study is to determine the degree of seriousness of the problems encountered of the existing energy monitoring systems. Second is to develop the proposed prototype E-Control Mo using Arduino Technology. The third and last is to determine the acceptability of the Energy Monitoring and Control System.. Descriptive research design was implemented with the aid of online research and utilization of survey questionnaire as data gathering instrument. The developmental research design was also applied in the development of E-Control Mo by requirement gathering, quick designing, prototype building, user evaluation, and prototype refining based on the user's evaluation. The salient findings of the study are: the problems encountered on the existing energy monitoring and control system accumulated an equivalent interpretation of Serious, the developed prototype of E-Control Mo integrated the features in data, security, and measurement and verification; the prototype of E-Control Mo usability garnered an equivalent interpretation of Acceptable. Therefore, E-Control Mo is acceptable to adopt by the community for efficient accumulation of energy.
